I believe that "quality of education" is the most important and essential value, because someone who has been educated in a correct way will always try to make this world a better place. In this way, quality of education includes the other values mentioned in the clip, and unfortunately lack of education is what most happens in those places where the rest of the problems mentioned in the video usually take place.
